Skip rule doesn't work

Hi experts,

We have a requirement to skip the "add contingent worker approval" flow for those contingent workers that come from Recruiting.

The idea was to accommodate skip rules

Unfortunately, a skip rule doesn't work. I tried using a simple one just to make sure it would work, but it didn't.
