What to do if unable to cancel Work Relationships of Contingent Workers? ERROR: PER-1531311

When trying to cancel a Work Relationship of Contingent Workers we are receiving this error:
PER-1531311No person type usage record exists for this work relationship.

Contingent workers already have one Work Relationship with Primary Flag set as Yes.

Any fix you know for this issue?
