Why skip lot forces to use Inspect and submit in Inventory for the Lots getting skipped?

Summary:

Items enabled for Skip lot:

a) PO created and received

b) first time, it goes for Inspection. Item inspected and entered quality results. completed putaway

c) second time PO Receipt created

d) Navigate to Inspect screen in oracle inventory. Lot is skipped and no need to enter quality results. Still, We need to click the Submit button in Inspect screen.

e) Then its ready for Putaway.

For lots getting skipped, can the transaction directly go to Putaway rather submit the Inspection in Inventory?. Even for Skip lot everytime user need to Inspect and Submit (Eventhough Quality results are not entered) which is counterproductive. This is causing lot of clicks for the user even for Skip lot.
