People to cover
Summary:
Both "Family and Emergency Contacts" and "People to Cover" allow employees to add people that they would like to put under company's cover. However, the process goes through management approval and these approvals are only configured at "Family and Emergency Contacts". Hence, to avoid employees add people out of approval we need to hide/remove the + 'Add' icon from "People to Cover" VBS page.

We tried to remove the + icon from people to cover page as shown in screenshot below:
But we were unable to find this icon in both Express and Advanced modes under business rules, layouts and constants.
