PIM Change orders deep link not working as needed

We are having an issue with the Deep link option to change orders - for example, we have changed order number FCCO-10389-01

With the link:

Users without PD access do not see the change when using the link but when they take the change number and search it manually in PIM they can see the change order.

We need this link to work also for users without PD access - please advise what needs to be changed to support this request.
