How to set up param ojSpShellVisible to True when opening Learning→ViewTranscripts?

By default when open Learning→ViewTranscripts, it opens a new browser tab with no top menu, nor company logo. I found in the code it is set hardcoded to not show the top menu, see below.

My enhancement request is to make param "ojSpShellVisible" customizable to show or hide the top menu(and to show company logo) for View Transcripts page
