Can we use Tools > Import Management to update all employee "Preferred Knowledge Locales"?

We are working on making some changes in My Knowledge to activate a few Preferred Knowledge Locales that aren't currently active for us. Once we activate the new locales, we wanted to update some Employees Preferred Knowledge Locales to one of the newly activated values. We were hoping to use Import Management to do this, so we don't have to ask each individual to navigate to "Settings and Actions > Set Preferences > Preferred Knowledge Locale" and manually change the value. We would like to update this value for them based on their country/location.

Is it possible to use import management or some other way to mass update all of our employee Preferred Knowledge Locale values?
