Security Role that does not use Licensure to access, create, and manage requisitions

Summary:

We found a Privilege that takes up Licensure on a role that is applied to all of our Employees "POR_MANAGE_REQUISITION_PRIV." We want to remove this to avoid using up all of our Licenses, but we need to be able to find a privilege that allows all employees to access, create/manage requisitions and to receive their orders without using up all of our Licenses.
