Restricted SO Issue and TO Issue in Material Status, but SO issue is done

we have created material status where we have restricted the Sales Order Issue and Transfer Order issue also, but when customer try to do the SO issue it happened even it's associated with this restricted material status.

Direct Sales order Issue also do we have to restrict?
