Restore Backup without having the LinkOwnershipandDataLocking Substitution variable

Summary:

We have the Artifact backup when we don't have the LinkOwnershipandDataLocking Substitution variable set as False. When we try to restore that backup, currently we are getting error -LCM import rejected because of locked entities in Ownership Data.
