Notification Alert to managers when new worker is created

Hi All,
We want to create a new alert which send a notification alert to the respective Line Managers when a new employee is created in the system and LM is assigned. So that managers can take the necessary asset allocation requests.
It would be great if anyone can provide a workaround here.
