Denying a Transfer Out

Hello,

I have a use case of a department manager submitting a "Transfer Out" of an employee, and an administrator needing to deny the transfer request. Using OOTB functionality, there is no deny transfer action, nor can you transfer the employee back into the same cost center without the rule failing.

Has anyone found a workaround for this?
