Syncrhonize from position don't work during Transfer

Summary:

Hello,

We're seing 2 different behavior when doing a transfer and a global transfer:

• When we're doing a global transfer (either permanent or temporary), we see in the assignment that the synchronize from position is set to "Yes" and none of the attributes from the position are editable. This correspond to our expactations
• When we're doing a Transfer (the LE remains the same as the current Legal Employer), we see in the assignment that the synchronize from position is set to "No", and all the attributes from the position are editable, which is not our expectation.

I don't found any documentation mentioning those 2 different behavior base on the type of transfer.
