how to identify which action split rule create bill that used in agent?

hi, we had a requirement to create manage user access using audit action called "Generate_bill_new". we would to differentiate 2 action, with action specification as follows :

• Action Agent with Create Bill without split rule (let say we call this Action = A action)

• Action Agent with Create Bill with split rule and invoice line origin shipment cost (let say we call this Action = B action)

is there any idea on differentiate between both of them? we would to create allow condition in case :

• when using A action, will not allow, but when using B action, it will allowed.

any idea?
