Absence occurence limit based on service year

Summary:

Hi Team,

I have a requirement wherein the employee will be eligible for 3 weeks of leave on hitting 5 years of service(10/15/20) and they can apply them within 3 years.

Also they should apply leave only once within those 3 years even if they applied partial. I cannot use the occurence limit in absence type display features. Is it possible to restrict the employee to apply only once within 3 years in fast formula.
