Unable to add Manager in Manager Details Section

Summary:

I have set "Working as a Manager" field to "Yes" to one of the employees (Oliver). Now I want to add this employee as a Line Manager in Manager Details section (Person Mangement page) to another employee (Gerald). if I try to search Oliver to add as Manager, I couldn't find him. Oliver has Employee and Line Manager role.
