Learners Cannot Access Course in My Learning (Redwood)

Summary: Contingent Worker receives 'You don't have access to this learning item' under Me > Learning > My Learning > Clicks on assigned Course.

This is occurring in production since 24C was installed but cannot be replicated in lower pods.

I re-ran the ESS jobs and Compute ACL jobs to see if that would clear the issue, but the users still cannot access.
