Skills Advisor for Learning vs Learning Recommendation

Hello,

We enable Skills Advisor for Learning. I understood that it allows to facilitate the learning specialist works when associating the skills to courses as learning outcomes. But I have the following 2 questions:

1. Does Skills Advisor for learning allow to recommend courses to the employee? If so, how?
2. How the skills advisor is integrated with learning recommendation process. I read that there is "Recommend the most popular learning" process, is it linked to skills advisor?
