How to import participant rates

I am trying to bulk import Participant Rate Table values. I downloaded the template, and filled out the ParticipantId, MeasureName, PlanComponentName, RateTableName, RateValue, BusinessUnit, CompPlanName, Dim1Name, Dim1Tier, Dim2Name, Dim2Tier. I receive the following error: The rate table value passed doesn't exist for the associated business unit. (CN-1575989). I have verified that I am using the correct Business Unit numeric identifier and Rate Table Name. Is there something else that will cause this error? I have tried using OrgId instead of BusinessUnit, making the BU identifier text instead of number format, using the business unit name instead of numeric identifier, but
