Define New Target Attribute Reference for Inspection Characteristics

Hi, I have read through Oracle's documentation Inspection Characteristics several times and cannot find where to associate a new Value Set with the Target Attribute Reference within the new inspection characteristic.

Value Set showing is not correct.

New Value Set is created with values (in green below).
Incorrect Value Set (in red below) that is associated with Existing Target Attribute Reference, we need a new Attribute Reference for the New Value Set.

If anyone can assist with the steps for how to create a new Target Attribute Reference in Setup and Maintenance and associate it with the newly created Value Set, that would be greatly appreciated. Thanks all!
