Create work relationship: why does I see more actions in Redwood than in NUX?

Hi all,

we implemented the core hr pages in redwood for one of our clients and used the HCM Redwood Personalized Helper tool to migrate the customizations. In particular, in the quick action “Create employment relationship” we found a different behavior: the system suggests the rehiring action on an active employee. Is this expected behavior or is it a bug?
