How to create FBDI for Transfer Order to avoid partial import

I create transfer order using FBDI template. There're 3 lines with the same transfer order (Same TRANSFER_ORDER_HEADER_NUMBER AND INTERFACE_BATCH_NUMBER).

After Upload csv zip file and run "Process Supply Chain Orchestration Interface" to import data. We got an issue there's some line was rejected cause of error validation (stuck in interface table) and other lines under the same order was loaded into Oracle Fusion.

How can I input data or input attribute in transfer order FBDI template to avoid this issue and can upload data completely, means All transfer order lines with the same transfer order will be rejected if interface found at least 1 line was error validation.
