Auto generate OBLPN after ending the carton

Summary:

First OBLPN auto generates the OBLPN but the Second OBLPN does not auto generate if it is the same orders

We pick the stock into a large bag at picking. At packing the packer fills the first carton and the OBLPN auto generated when ending. However, the order is not complete and requires a second OBLPN but the second OBLPN does not auto generate the second OBLPN.
