Remove Edit Button from Address Row on Update Contact Information Page

Is there a way to use page composer to remove user access from editing their address on the Contact Information Page?

We would like to allow them to add a new address with an effective date. We have had some issues of people deleting all their addresses, and then not having a primary mailing address (causing them to not be able to process in payroll).
