I am using the top approver in the Management Hierarchy approver to set the top approver. But when transactions are submitted where that person should be the top approver, if there is another level required beyond that person, it is still requiring that next level of approver even though it shouldn't. For example . . . Mary Smith is the top approver. Two levels of Manager are required for approval on the transaction. If Mary's direct report submits a transaction, despite the fact that it requires two levels of manager approval, it should stop at Mary because she is the
