How do I remove and make SCORM files unavailable to learners? Leaners can still view.

Content (please ensure you mask any confidential information):
We have several SCORM files that need to be removed and made unavailable for learners to open due to a contract ending with the vendor. I've ended the Learning Initiative, end-dated courses, offerings, and I've 'end-dated' each SCORM file in Content. However, I can still go into my View Transcript and click to Review Content - the SCORM file still opens. I tried to delete the SCORMs in Content with no luck.
