Upload file to data management inbox via rest API using power user access

Summary:

We need to upload file into data management inbox using rest API. However the upload file is only applicable for administrators.

any other commands available to upload it directly to data management inbox and not through the migration rest APIs? and without using epm automate utility also the agent.
