Not able to find the users belonging to different VBS instance in Project - Add Team members

Not able to find the users belonging to different VBS instance in Project - Add Team members, to share the projects to different VBS instances

We have started with adopting Journeys redwood pages, as part of which we have created a project in DEV1 instance of VBS project.
Project Name : ABCD
POD and VBS instance : DEV1

As part of 24C upgrade we got the dedicated instances in DEV2, TEST1 and TEST2. So, we want to share the projects of DEV1 VBS instance to DEV2, TEST1 and TEST2 VBS instances.

However, the user's belonging to DEV2, TEST1 and TEST2 are not showing up when trying to add them in Project - Add team members.
