RFQ Response -substitute

Summary:

Need to implement the following -

if the response type is substitute, the value cannot exceed R$ 2,000.00. If the value is greater than R$ 2,000.00, the NEXT button should not be enabled.

please let me know if this can be achieved via page personalization and what kind of EL expression we need to write
