Oracle Search bar disappears when you scroll down then up

To reproduce, reduce your browser window down a bit or view on a laptop screen. On the home page, scroll down with your mouse wheel and then scroll back up again. The search bar seems to reduce down to a magnifying glass icon which you have to click to make the search bar appear again.

On a large monitor, the icon appears when you scroll down but when you scroll back up the search bar reappears automatically, which feels like the expected behaviour. But on small screens, it's really quite inconvenient when it doesn't come back and you have to click the icon. Is this intended behaviour?
