Required Learning Initiative Renewal Option and Assignment Conflict Rules not working

Summary:

Use case - we are bringing group of employees with compliance training completion status from legacy system. We are targeting to bring only completion status from legacy system which has expiry date and load those employees as part of required learning initiative with renewal option. When we set renewal option then it enforces the users to retake the learning assignment which we don't need as per requirement.

Expectation is whoever completed the learning in legacy they don't have to retake the exam and renewal assignment should be created as per expiry date in the legacy system.

Any thought or best practice to achieve this?
