Unable to create item with revision other than Starting revision in the Organization Parameters

Summary:

We are integrating Oracle PIM with a legacy PLM system, and we're creating items in different phases: Proto Pilot, Advanced Release, and Production. We've set 'A' as the starting revision in the inventory organization parameters, and a New Item Request is enabled for the item class. When creating items with revision 'A,' it processes without any issues. However, when we try to create items with revisions like '01,' 'B,' 'C,' etc., the system doesn't allow it and throws a validation exception:

'Error: You cannot create a revision for an unapproved item. (EGP-2775354)'

We have a scenario where items need to be created in different phases with different revisions.
