During assign learner task by manager can the learner fields be defaulted

When the manager is performing assign learner task, under the learner section.

Can the "Assign selection tab" and the "person" tab be defaulted to "Direct" and Manager name (pulled differently for each manager) respectively.

If this can be achieved through standard functionality in Oracle . Or if this can achieved through VB studio.
