The event isn't processed because the project or task isn't associated to the contract line

Customer is trying to load PPM Billing Events, but when processing the Billing Event, an error message shows that 'The Event isn't processed because the project or task isn't associated to the contract line.' However, the Project and task are associated to the Project Line.

What other issues could be prompting this error?
