Manage requisition export option missing

Summary:

We just came across something odd and wanted to run it with the user community.  We have the capability to exporting requisitions from Manage Requisitions page and all of a sudden the Export button isn't visible when I specifically enter two different requesters.  But it only appears to be with 2 requesters.  Have you ever seen this before?  I put a screenshot below of where it does work and then it doesn’t work. 

The first screenshot is working, whereas for the next two, I cannot see the export option. I am also checking with my security team to see if those two requesters have different privileges.
