Is there a way to clean up enterprise Journal templates during development phase

Dear Experts,

If some users were added after journal template was deployed how to provide access to them without creating new template?

Also for fine-tunning the journal mapping for small changes we need to create new template as it does not allow undeploy if JE is posted.

Is there a way to clean up enterprise Journal templates which are no longer required during development phase?
