Unable to Edit Quick Actions in Structure > Quick Actions no Save Button available

Hi experts,
I hope you can help. A clients URL link in quick actions is no longer working after updating to Redwood. I have created a sandbox > Structure and gone into the quick Actions and tried to edit and then create a new quick action with the right URL (Reporting), however when I try to Edit and disable the current quick action I have no ability to Save. the same goes when I try to re-create the action.
Are quick actions only now accessible and configurable by VB. If so can you please advise steps.
