Is it feasible to restrict performing to actions for an employee as of the same effective date?

Is it feasible to restrict performing to actions for an employee as of the same effective date on the Assignment Page? For example if we have converted a pending worker to employee on 23rd sept 2024 and we try changing the location of the employee post conversion as of the same effective start date that is 23rd sept 2024 , the system should restrict it or throw an error.
