How to enable the Period dropdown on Renewal Rules Template? (Please refer to the photo below)

The dropdown is empty and no choice to pick. What is the possible navigation to make it? I cannot proceed on creating renewal rules template since it is a required field. Your help is so much appreciated. Thank you so much!
