Spot bid by region

Summary:

We need to implement a regional spot bidding process. Here’s the requirement: Service provider 'ABC' operates in five different states, and we have categorized them as a single carrier. When there is no contracted rate available or when expedited service is needed, the planner will initiate a spot bid with various carriers in the region, including 'ABC.'

The spot bid requests should be sent to the designated email address for that specific region, rather than a centralized email. We have attempted to use Dispatch Level Tendering, but it isn’t meeting our needs for the spot bid process. We would appreciate guidance on how to effectively achieve this in OTM.
