Need ability to View Time cards without having access to Time Management

Summary:

Need ability to View Time cards without having access to Time Management. We need to provide read only access to time cards for a set of business users. We planned to provide access to View Time cards quick action under My Client Groups however it doesn't work without providing access to Time Management. Providing Time Management access also allows editing of time cards.
Is anyone able to create custom role to provide access to View Time Cards quick link only without any additional roles/access?
