Edit access to specific incidents without giving access to all incidents records

Hi,

We are implementing Health & Safety module for our organization and wondering if there could be a way to give Stakeholders edit access to specific incidents without giving access to all incidents records. We don't want to give access to WHS admin role to all members of Health & Safety committee, so trying to find a way if they are able to edit specific incidents rather than just being able to view them.
