Enable attachment mandatory on performance evaluation redwood page

Summary:

We are trying to make the attachment mandatory on performance document evaluation page for employee, however on the visual builder page the attachment as a field / section is not available to make changes.

Also we need to hide the actions that is available within the performance document under Action> edit evaluation topics weight

Is it possible to make such changes via visual builder as i cannot see much fields available on the visual builder to make edits, earlier these changes were possible via page composer
