During Bulk Plan, Preferred Rate is not working.

Summary: During Bulk Plan we are having the bellow issue.

Inside the Parameter Set if we select the Preferred Rates if Available then it is not returning the preferred Service Provider and Rate. But it is working if we select the Preferred Rates Only. What could be the reason.
