Fast Formula for Matrix Manager in Compensation Plan Hierarchy

Hi,
We have the below requirement for Compensation hierarchy:
If Country of the Employee is Poland, the hierarchy should be the other manager type (Comp manager)
Else If Country of the Employee is Spain, the hierarchy should be the primary manager type (Line Manager)
We are using Fast Formula for the Primary hierarchy to achieve this requirement. However, there are cases that there are Comp Manager that the country is not in Poland so the hierarchy of Poland Employee does not roll up to the top Comp Manager.
Do you have any recommendations/suggestion on how should we handle this scenario on the Fast Formula?
