How to set up a learning initiative that looks at pending workers and specialization

There is a business requirement to set up a learning initiative that should look at which user is an active pending worker and exclude pending workers that have a specific specialization already allocated on their assignment. The purpose to this learning initiative is to auto assign a new course that is being created specifically for pending workers, but exclude those that already have the specialization already allocated.

I've tried using the OTBI analysis criteria to set up the initiative and using the Workforce Learning - Learning Records Real Time subject area, but noticed this subject area does not report on pending workers.
