Business Unit not available in Manage Users?

Summary:

The IT department just cloned production into a dev environment using the self-service clone. After cloning I am setting up Users in Manage Users (set up and maintenance). The Business Unit is blank on the new user set up screen and will not yield any search results even though I can see active business units in the system (including a default business unit). I have not run into this post cloning before. Does anyone know where I might go to enable the active business units display on the New User set up page in Set up and Maintenance?
