Unique Learner Record - Learning Records Real Time

Summary:
I am needing to produce results that provide a unique set of learner records for each training title in the analysis. I need the formula to produce the record that is 1) Completed with a due date, 2) if no due date, then the Completed record, and 3) if no completed records then, most recent enrolled date AND display the date as MM/DD/YYYY. I have recently added the due date requirement and it is not currently in my formula attempts.

I have tried several different formulas; however, I am not getting the results I need. Can anyone provide some guidance on how I can get these results?
