How Do I Update the Account Administrator?

Summary:

We need to update the Account Administrator from one employe to a different employee due to changes in job responsibilities. In searching I do not see how to do this and seem to recall from an experience 2 years ago (working for a different client) that an official document must be sent to Oracle. I logged an SR but was referred to CCC.
