HCM Extract is not picking the default EFFECTIVE_DATE Param when PAYROLL REL ACTIONS RANGE UE used

Problem Summary:

We have a "Changes Only" HCM Extract designed with "PER_EXT_PAY_EMPLOYEES_UE" being a root data group and "PAYROLL REL ACTIONS RANGE UE" as a child data group.
With this design, we see that the HCM Extract is not picking the default EFFECTIVE_DATE parameter supplied during the execution of the HCM Extract rather the extract is picking the Payroll Rel Actions EFFCTIVE_DATE for employees which can vary for each employee.
We are extensively using the EFFECTIVE_DATE parameter value in extract across filter criteria and all the extract rules.

Have noticed that an attribute with the same name as "Effective_Date" was added under the PAYROLL REL ACTIONS RANGE UE and thought that was causing tp override the default Effective_Date Parameter, however I find this problem appeared even after removing "Effective_Date" attribute entirely from the PAYROLL REL ACTIONS RANGE UE record.
